The UFSP are units that are intended to centralize and promote a set of actions which improve levels of safety in health care through the implementation of “the management of health risks” through the identification, evaluation, analysis, treatment and evaluation of the results to improve the safety of the patient.
The objectives and lines of action of the UFSP are:
Promote and disseminate the culture of safety
Create an organizational structure
Establish lines of information
Establish a continuing education for professionals
Developing risk management tools
Measures to prevent, reduce and eliminate health risks
Members that should form the UFSP are: health care professionals (medicine, nursing) pharmacists, Department managers, supervisors nursing professionals in preventive medicine management team (medicine, nursing and management), responsible for quality.
The UFSP will improve the safety of the patient of all the users of emergency services
SEMES Aragon patient safety working group will support the creation of the UFSP in each one of the emergency services. This, in addition to improving the safety of the patient in each service, will allow to share experiences, progress and implemented safe practices.
Timeframe implementation
Throughout the year 2016
During the first semester the different UFSP will be formed. Results will be shared during the last semester.
Implementation tools available
SEMES Aragon patient safety working group has developed a patient safety plan that includes the creation of the UFSP in emergency departments. The Patient Safety SEMES working group will organize the training, tasks and operation of the UFSP, as well as how to share the results and exchange progress. SEMES Safety Patient working group will give methodological support to the UFSP.
Implementation cost
To overcome the reluctance of managers and practitioners themselves we have planned various training activities, ranging from the introduction to the patient safety, to the use and application of risk-management tools, this training plan is aimed at all professionals involved. For managers includes a session on “the cost of non-security”.
We have also planned an information plan, which includes posters, leaflets, brochures, etc, and also the use of new technologies in the production of videos and polimedias for distribution through social networks.
Both plans (formative and informative) have a high cost for the group, so for the implementation we will have to find funding and external support via grant.
To overcome what it means for professionals to spend your time, we have to create safety culture and also reward them by paying the extra hours spent on training and to the development of information programs.
The cost of implementation of this BPI: time spent by various professionals in its activity within the UFSP and own safety of the patient SEMES Aragon group estimated in work hours 6.000 euros. Cost of training 6,000 euros and information plan 3,000 euros
Method used to measure the results
Following the standards and recommendations from hospital emergency departments Manual published by the Ministry of health (2010) in collaboration with various companies, including SEMES. Its chapter 4 (p. 25 et seq.) is dedicated to the safety of the patient.
Also following the Manual for accreditation for hospital emergency services, edited by SEMES, within the national program of quality accreditation of SEMES for hospital emergency departments.

From the Ministry of health of the Spanish State has been promoted the creation of the UFSP through its National Plan of quality and security of the patient of the NHS strategy.
At the community level Autonomy de Aragón has not developed any strategy, has not been created any regional body nor any platform that lead the patient safety in the health, which resulted in a vacuum of references institutional in which various groups and professionals involved in the SP could find the way to follow.
The present strategy of the UFSP in emergency departments piloted and tutored by SEMES Aragon SP Group is not intended to replace functions that are specific to the autonomous institutions but serve as a stimulus to the professionals involved and wanting to work for the improvement of the quality of care
